IntroductionThe local economy is significantly dependent on tourism, with huge attractions such as Disneyland, Knott's Berry Farm, and the beaches. The taxicab industry is important to tourism as well as providing transportation to the county’s senior citizens, transit dependent, and patrons of bars and restaurants. The Orange County Taxi Administration Program (OCTAP) operates within OCTA’s Operations with an office at one of OCTA’s bus yard facilities. To date, all 34 Orange County cities, including the county (unincorporated areas), have shifted to OCTAP’s countywide approach to taxicab regulation. OCTAP officially began operation on January 2, 1998 and was formed as an association of OCTA to regulate taxicab companies, drivers, and vehicles on behalf of all 34 Orange County cities. Responsibilities include conducting taxicab vehicle inspections, monitoring a driver drug testing program, conducting criminal background checks on drivers and company owners, and issuing driver, vehicle and company permits.
