| Introduction | Stephen Thom served as the Deputy Director of CRS from June 2003 to April 2006. IN this capacity he developed the CRS Performance Standards in the form of a career ladder and established a merit award system for CRS employees. Prior to that he was a Conciliation Specialist in Region 9 from September 1987 to June 2003. While with CRS, he was a founder in developing the SPIRIT and Police Mediation training program. |
