Introduction	Marcus W. Hervey is a complex systems builder with over 17 years of experience in managing the acquisition, development and sustainment of software-intensive systems. He is a certified Software Quality Engineer (CSQE), Software Development Professional (CSDP), Systems Engineering Professional (CSEP-Acq) and Project Management Professional (PMP). He is also a doctoral candidate in Computer Science at the University of Houston.
