The kind of policies mentioned in this article was discussed in Charles Murray's book "The Bell Curve" in 1994. In this book, these policies were described as a part of the "custodial state" that was seen as an inevitable result of dysgenics and the failure of the then current social programs to solve many of the social problems resulting from such.
