The medical school I was accepted into had a problem of too many foreigners applying and then not knowing enough English to understand professors. Many of them were of Chinese descent who had someone take their TOEFL and faked their transcripts, and paid a native English speaker to write their essays.
Then my school started giving pop essays on the day of the interview which weeded almost all of them out of the school.
