I can understand this. The Government agencies, departments, etc... all have offices of Civil Rights. The one and only purpose of these offices is to ensure that no one is ever discriminated against for any reason at any time ever.
The result is a bunch of unnecessary words in job descriptions. These words ensure that:
1. It is clear that anyone can apply for this position regardless of their genetic, religious, or mental makeup.
2. That you will get consideration for the position based on your application, not your name, race, religion, political party, or sexual orientation.
3. Instructions on exactly how to apply, when to apply, where to apply, and who to call if you do not feel like reading a Tolstoy novel to understand the above instructions must be included to ensure that even those that are too stupid or lazy to fill in the application can get considered for the position.
4. And, probably most important of all, it is the way it has always been done.
And, you wonder why the Government ends up with a bad reputation? Could it be that the application process is so cumbersome that the intelligent and hard workers get a viable position in private industry before they get through the job ad?
