Potentially seeing is not seeing. I think it would be a natural question for Hewes to look back on the incident and think/say "they were right there, all they had to do was look out the window, or those on night duty onbaord to see us on such a clear moonlite night...." Why weren't they seen, and if they were why didn't anyone do anything about it, unless it was assumed nothing wrong was going on?
