A British friend just advised me of this account from the London Gazette of General Howe's installation as a Knight of the Bath in 1779, including mention of the banners of the deceased knights, current knights, and knights-elect, Howe falling into the latter category. I think this supports my theory that this is the origin of the banner in the picture.
