The yellow building near the bottom with the people looking out of the windows, is not 3d art at all. That's the real building with real windows. The art students took black & white life sized photos of people and placed them in the windows. They've been there for many years. The building is not "somewhere in Russia". It's in Tartu Estonia. You can still see it on Google Street View.
