A similar tactic was tried in the infamous 2000 Bush v Gore recount in Florida and was in fact the basis for SCOTUS ordering the recount halted. The Gore team wanted recounts only in select areas where they thought they had the best chance of picking up votes. SCOTUS overruled citing "equal protection." If any votes were to be manually recounted, they would all be recounted.
Similarly, how would it be constitutional for only some districts to be challenged as violating anti "gerrymandering" rules?
