I think the UN Troops should set up check points around the "minority areas" of Chicago to prevent the rednecks from Southern Illinois, Indiana, and Wisconsin from driving over and killing all those black folks. Wait, that's not who's doing the shooting? You mean that they are shooting one another over drug and gang turf?
Sounds like a cultural issue to me then.
