To avoid paying higher consulting fees if they were to contract them to provide expertise to the cops already serving (themselves).
This way they get the expertise to help polish the illegal acts of the existent force and all they have to pay is cop salary with benefits. The main benefit being all they can steal without repercussions from the legal community. A secondary, though still important benefit is the ability to abuse anyone they believe "disses" them, again with no fear of prosecution.
It's a win/win for everyone but the honest citizen.
