SA, these guys are called the pussy posse by the whores ranging the area. Reason being, they want some money or a little in trade to go away and not bother them for a while. Then, if things are slow, they can go terrorize some citizens, preferably young, and show what big brave boys they are. They don't keep the peace no more, they just want a piece.
