S&P500 index funds track the index by simply including the stocks in the S&P500. The can't and don't do it by re-inventing the wheel.
TSA and other agencies world wide have been trying to duplicate the results achieved by El Al and the Israeli government by doing anything, absolutely anything, other than doing what El Al has proven to work.
