Some conspiracy THEORY.
The people who remained armed were the people who were ORGANIZED in groups and simply told the police "Hell, no!" The people who were disarmed were homebodies without a tribe, good law-abiding citizens who chose to give them up rather than get shot because they were outnumbered and at gunpoint.
A good lesson.
