What we knew has finally been admitted to: the 'digitized photos' and prints taken when you pay your driver license tax just put you in the criminal data base.
Of course there's no law that makes you carry a d/l or 'state issued id card', but it gets harder to buy and sell without one. As noted in Houston, you need one to buy or sell to or from a resale shop, pawn shop or scrapyard...little by little the net tightens...
