Stupidity and incompetence are the likely explanations but it is just barely possible that this is an intentional piece of misinformation. "They" could be playing the Chinese in an effort to make them believe something on the disk is true when in fact it is not and was put there purposely to mislead them.
This type of thing is screwy in that you can never know what is really going on -- no matter what story comes out. They might even tell you the "honest" truth -- no way to know if they did though.
