It appears you are correct, David. Looking at the referenced rules, this is merely a change to past prohibitions on hunting with specific tools or in specific actions (i.e., no hunting with machine guns, no shooting at game from a vehicle).
It does seem like a positive change, but I see nothing there to suggest that BATFE and friends won't try to kill a Floridian who subsequently makes their own suppressor for crow hunting.
