It occurred to me that the "fixed" magazine language might be there to forestall a workaround in which a detachable mag is pinned to a frame and loaded with stripper clips. This would obviously require a firearm that can be loaded from above with the action locked open, eg., not an AR or AK. Or maybe I am just giving too much credit for foresight to the Bloomturd crowd, and it is really due to their ignorance of firearms technology.
