I used to testify at Dallas' Grand Juries back in the mid 70's. Things don't seem to have changed much. The Grand Jury back then would always come up with whatever decision the DA told them he wanted.
This practice isn't unique just to Dallas either. The DA's personal views and politics will determine whether an indictment is forthcoming in almost all Texas counties.
Police officers who screw up are always measured by a different yardstick the length of which is determined by whomever happens to be holding it.
