I kept a framed copy of "Bobby" Peel's nine principles hanging on the wall of my office for the eleven years I was chief of police of the 2-man department in Spur, Texas.
My favorite of the nine principles is number 9: "The test of police efficiency is the absence of crime and disorder, not the visible evidence of police action in dealing with it."
In west Texas verbiage that would read, "The peace and tranquility of the community is more important than the number of tickets you write and the number of asses you throw into jail."
