The danger of mobthink. Individually, those "youths" would probably have nodded in passing and continued on their way. In a group, the norm becomes what the group is willing to tolerate or engage in. The Nazis gave Germans a target group and permission to indulge their darkest impulses without fear of a penalty. There are always people without that internal moral governor which applies the brakes. Always.
I'm with IdahoBob. Shoot the mob leaders first, in tactical order. Stepping over their bodies will get more difficult and others will lose their enthusiasm. Worry about the legal consequences when your life and the lives of your loved ones are not in immediate danger.
