I was living there when these kinds of ordinaces were begun. The various SF Bay area governments actually collaborate on testing these ordinances in order to refine what works to weaken access to guns and to help destroy the armed culture which was as strong in California as it was in most areas of America.

It's the Association of Bay Area Governments, ABAG, and ought to be investigated for conspiracy to violate rights under RICO and Title 18, sections 241 and 242.
