What would be the outcome if the police continue to arrest but the prosecutor refuses to prosecute, in effect stating to the court that the arrest was unlawful? Compounding this is the prosecutor's public declaration of his interpretation of the law.
After the municipalities and the officers as individuals have been successfully sued for unlawful arrest with sufficient monetary damages paid, then hopefully the civilian control of the paramilitary forces (aka the police) will order the paramilitary forces to alter their policies and will demand that the legislature revoke the unenforceable laws.
