Thank you for posting the transcript of the Labor Board hearing for Officer Secore.The part I find most interesting is that 3 assistant chiefs presided over the laudermill hearing instead of one captain as is usually the case. A little high drama because it involved the mayor's nephew perhaps? I would also like to point out that there would have been no adverse publicity to HPD if Ruben Perez did not start the altercation with Slade Secore to begin with.

To the post above.

At the Hartford Police Department our Laundermill hearing is typically handled by three Captains. The Officer gets to select one and the Chief the other two. This panel can override the Chief's recommended discipline.

Shortly before my case this happened with another officer and the Chief's recommended discipline was lessened. I believe the Mayor did not want this to happen again in my case so "special changes" were made for my hearing.

It seems to be a common thread in this case and the Dan Nolan case among others that the city likes to drag these things out. Money (the taxpayer's) is no object. What goes around comes around. The silver lining for Secore and Nolan is that they have their liberty during their appeals process. Hopefully Eddie Perez will be convicted and have to endure what I hope will be a very long drawn out appeals process behind bars. Hopefully by the end of this year Eddie Perz will be calling a prison cell home.

Excuse my ignorance, but what happened with the nephew in the criminal system? Good luck to Officer Secore. I agree with "Captain;" it'd be nice to have Eddie serve time, but at this point I'd settle for getting him out. Doesn't seem like there are many on the Council who have any shame.

I am wondering if Officer Secore or Kevin could shed some light on the disposition of the charges against Ruben Perez? I would hope that due to the fact that Officer Secore's brother had to seek medical attention that there would be some jail time. Also has Officer Secore's next hearing with the Labor Board been scheduled?

I'll try to find out the disposition of Ruben Perez's case, as you know his uncle, Mayor Perez is headed to trial in May on felony charges, yet he still continues to keep his job.

There are no more Labor Board hearings scheduled for Officer Secore. The Labor Board has rendered their decision , and that was to re-instate Officer Secore, less a 90 day suspension.

So far the city has chosen to ignore the State's decision

Thank You for responding to my question, Kevin. I knew the city was appealing so I thought there would be another hearing for Officer Secore. I am not clear on how the process works. I am hoping that Officer Secore will back on the job and that he and his brother will be able to put all this behind them and move on with their lives.

As a first time offender, for non-felony charges, Ruben Perez was granted accelerated rehabilitation for two years. Because he did not get into any criminal trouble during those two years his charges were dismissed.

His civil issues are pending.

You mentioned that they used assistant cheifs rather than captains, did Matt get the option to choose one of the chiefs???

No I did not. When I went to inform the department's advocate that I had decided on what CPT I wanted to "represent me" on the panel I was informed I would not be allowed to pick any representation at my hearing.

I know it's a lot to read but this can be confirmed in the documents Kevin posted because my lawyer brought this up at the labor board hearing.

I want to be clear, minus one Assistant Chief, all of the command staff at the Hartford Police Department treated me well.

The problem lies in the city charter. In 2000 Mayor Eddie Perez pushed for changes in the charter to strengthen his position. One of these changes was he now has executive power over the hiring and firing of department heads with NO city council input. The fire department and police department Chiefs fall in this category. This is one way he has slowly gained control over the inner workings of the city.
