does the bill address punishment for employers who hire workers w/o either z visas or guest-worker cards?

i'd recommend a tax (rather than a fine) enforced by the IRS. based on SS#/name mismatches, they should already know who's illegal.

I'm glad to hear you and I agree on the underlying economics--there are downward pressures on wages. I don't know if Lant would agree--I saw him give a talk in Milan the other day and a big bullet in the PowerPoint was: no evidence of wage effects! It's funny how people (on both sides of the political divide) are willing to put aside the elements of supply and demand when they want to argue for open labor flows.

Yes, I would like to hear some potential mechanisms by which the law of supply and demand no longer applies in the case of immigration. I find it funny how those who make this claim never seem baffled by it and don't seem to be too interested in seeking out an explanation for it.
