The problem here is a relatively uninvolving and scattered story which mitigates against the superb Jazzy visual style you rightly issue praise for. Still in the end I think your summary coda is sound and fair:

"Zeroing in on a landmark era in African-American cultural history, The Princess and The Frog fuses the smaller scale sensibilities of Pixar with the classic fables of traditional Disney to create a charming little return to two dimensional animation."

Let's say it ranks THIRD behind Pixar's UP and the sardonic FANTASTIC MR. FOX among the year's finest achievements in animation.

Yeah, I would rank it behind those others, too, and maybe even behind Zemeckis' A CHRISTMAS CAROL (which I was surprised to enjoy so much). I plan on doing a big wrap-up of this year's animated pictures in January, since I'm frequently at a loss to stretch my thoughts about them into even a short post, no matter how much I like them.

As for PRINCESS AND THE FROG, I guess I liked it so much because it just seemed like a compact little gem. It was of limited scope but worked well within that small scale. And I enjoyed the sense of place, something that goes a long way with me.
