"Finding new homes—whether or not this "solves" the underlying geopolitical problem—is morally and economically necessary, and it will benefit everyone; "

Sorry, but it is not necessary. And no it will not "benefit everyone." But, as the man says,

"Isn't it pretty to think so."

I suppose that's true for a certain part of American society for whom helping anyone in need is waste. For those of us who prefer to act like human beings, though, it's worth considering the best way to arrange this kind of aid so it benefits all involved.

"if Detroit's only problem was population, then other people would already be moving back to fill that city's wide open economic niches"

THEY ARE!

"the premise of this program is precisely that only people fleeing war would want to live there"

I agree that the NYT op-ed would be more aptly named "Let the Syrians Settle IN Detroit". Detroit doesn't need to be "settled" it is not a blank slate, empty space just waiting for some immigrants to transform it. It is transforming from within and is doing just fine. There may be some slowing decline simultaneous with its re-building, and there are certainly racial and political issues to navigate around impending gentrification - there does seem to be great effort to be inclusive and avoid isolating communities - but Detroit is certainly becoming the place to be. I love the idea of Detroit taking in refugees who can help to restore the many homes that might otherwise sit vacant for another decade or be torn down, to inevitably be gobbled up by developers. I love the idea that they could be part of the already in-place grass-roots movement to re-energize the city and contribute to its growth.
