1219 os a fishing float. The line ties to the eyelet on top and underneath. The weighted keel keeps the the saucer-shaped float upright. When you reel in the float, the line makes the disk pitch forward so the float dives. I never used one of these so I don't know what the diving action was useful for. The float also came in red and white.
