It's a razor but the blade isn't serrated.

301 was a splicing tool used by the phone company, a double parallel barrelled thin sleeve, ends of two wires slid into sleeve then the tool was rotated twisting the wires and sleeve, making a splice.

I think #298 might be a tool that a ferrier would use to cut horse hooves. It looks similar, yet not the same as the one I have seen the ferrier use on my horses.
