The reason most large FSA city's have outer rings for those wishing to bypass the inter trash while driving were smart moves on the regulating DOT's. They are not for driving on, they are clear fields of fire to keep the hood rats in. In the 80's the saying "Kill them all and let God sort them out" was formed for the sand rats, now it applies to "American Hood Rats" "No matter the color".

This is attributed to Arnaud Amalric, papal legate and inquisitor at the siege of Beziers in 1209 during the Albigensian Crusade after he had been asked by a Crusader how to tell a Cathar from a Catholic.
