Non-uniformed police are identified by a badge, not a knit cap that says "POLICE" that is easily purchased by non-police. If you saw one of these individuals on a roof with a rifle, would you not be justified in acting against them?
It's only a matter of time before some hobby-minded patriot tucks his affordable Quadcopter drone (with Go-Pro HD video camera) into a nice stable hover... about 25 feet away from these roof-top posted, Perpetually-Pension-Pursuing-Praetorians, and films the utter heck out of them.
The resulting (and hilarious) Youtube video footage will no doubt be both morale building and priceless.
