I think that, in practice, pretending to have been 'a good little disarmed citizen at the event' would be the best (and most practical) way to handle it.
It's the best because it avoids the whole "if only those gun owners had done something sooner" narrative. Instead it's free play for "if only there had been a good guy with a gun". And it avoids confusion, the last time you want to be running around with a gun and no badge is in the wake of the shooting of a high-profile anti-gunner. That falls into both "best" and "most practical" considerations.
If the terrorists actually get away as a result...that's an incredibly small price to pay, given that there are over a billion Muslims in the world and at least 1% of them are as likely to commit acts of terror in the future as someone who has already committed terrorism. So you fail to decrease the chances of future terrorism by about a hundred thousandth of a percent...if you're that interested in reducing the odds of future terrorism by infinitesimal fractions of a percent at any cost, find a radical mosque and get proactive. If not, then count letting the 'bad guys' get away this time as SOP and make sure your family and friends also understand that stopping terrorists from killing people you actually like is more important than risking life and freedom to kill terrorists who've just done you a giant favor.
