At first blush, it seems as if Norris is simply repeating the NRA's tiresome, "Let's strictly enforce existing gun laws."
Instead, he is arguing that police agencies that operate outside the law cannot rightfully impose the law on others.
I would rather he call for a repeal of all existing federal gun laws, but this is a giant leap for most political conservatives to take.
As it is, bringing attention to the state's crimes is a good first step to bringing conservatives into the libertarian fold.
