The U.S. Constitution enumerates and implies what powers the Congress has and what powers the Executive has. Congress has no authority to cede its powers to the Executive, much as the Executive may want. Why is this topic given any serious consideration? Let each branch of government stick to what is in the U.S. Constitution.
