Jackson knows full well that his hood rats couldn't give a shit about gun laws. He knows that only their intended victims (law abiding people) would comply. He wants them disarmed so the race war they're trying to foment can proceed with less risk to his hood rats.
Just think, if the government sniper, on that day in April of 68, had aimed a little left, Dr King would still be around and Jesse would be a footnote in a history book.
