Whether it's guns ammo or body armor, or even the "legal process" itself, the real idea there is to eliminate ANY self defense capability.
Sounds like someone is getting nervous. You know, the late and great Bill Nesler always said the reason politicians want to outlaw guns is because they know how crooked they are and know if We the People ever figured it out they'd be shot. I suspect citizens trying to level the playing field, (no matter how small) makes them more nervous.

The AB Red Tories (RHINO's in U.S. idiom) did this as an exercise in badge licking in response to media reports of B.C. drug dealers increasing use of body armour due to their competition inspired increase in mortality rate.
Rep. Honda should be advised that the Alberta Tories have found that the most comfortable posture from which to fluff badges is the kneeling position.
