No they don't fear it. They think they can control it case in point the last election. But mobs are fickle and when they don't get what they want can turn on you.
I'm not so sure. Seems to me it could equally be that the reason they disarm the general population and rely on Janissaries to maintain order, using a different interpretation of supposedly "universal" and "blind" (unbiased) justice for agents of the government, is because they very much fear the mob and know their only real "legitimacy" is delivered via the barrel of a gun.
