That BMP-3 looks great (now that it is painted), but I agree that it looks small. (and this picture seems to agree)

Yeah, I think you're overreacting Greg. The Soviets/Russians don't build vehicles for comfort... it's mission first for them. If you're still concerned then take the measurements and compare them to the dimensions that are out there. I be you'll be surprised.

As for OPFOR, if you happen to live in DC then I'll happily take my US Army or USMC troops up against you. I use Khurasan Exterminators as my GIs and QRF's Deep Space Marines as my USMCs. I even have a 28mm battlesuit from VOR painted up as a mech and Rebel Comanches as sci-fi Humvees.

By the way, the best bases I've found for 15mm single based troops is the humble penny. It's cheap, easy to get, and looks great. Check out my blog and you'll see my troopers mounted on pennies.
