In terms of people already doing it
take a look at www.flexiscale.com (officially launching in beta).

'Disclaimer, I am a Director & Shareholder, but it does answer your question *grin*'

We not only support Windows, but allow for multiple different sizes of Virtual Machines from 512mb to 2gb ram (and variable cpu as well), we hope to extend this to 4gb by the end of the year.

And of course now Amazon has announced they will do this as well. Should be interesting to see how this will compare to dedicated hosting options such as from RackSpace, Cari.Net, CrystalTech, etc, etc.
