It seems law enforcement officers are complicit in the increasing number of illegal alcohol shops and bars in the once peaceful residential estate. So bad is the situation that many tenants are fleeing the area as the illegal alcohol dens take over the estates with police officers doing the normal collection of protection fee from the operators.
