Your calculations are reasonable, and your conclusion regarding how the state could get down to a better unemployment rate is unorthodox but logical. I doubt that state officials would want to encourage out-migration, as doing so would probably be seen as a sort of defeatism by the public.

Does this research consider the question of who migrates out of Michigan? I suspect the evidence would demonstrate that the most likely to emigrate are the most highly skilled. That would mean that those least skilled would remain so that it is less likely that they would be employed -- even if fewer workers were available. The market should adapt through greater efforts at productivity -- which has occurred in auto industry as number of employees necessary to build a car has radically decreased -- or jobs simply won't come to Michigan. Am I missing something.
