Present policy:
Age 18 and lower: universal public education.
Age 19 and higher: a mix of public and private institutions reserved for the “qualified”. The more “qualified” you are, the more public funds we spend on you.

Until professors are willing to see past the status that the current system grants them to the utter absurdity at its core, the US system of higher education will be a net negative aspect of our democracy and society.
