If that's true, it's very unfortunate. However, if it is true, I would think that the C.O.R.E. partners would be screaming to the media about 120 lost jobs due to a bureaucratic snafu.
I agree with Mark. If it was a bureaucratic blunder, there would be yelling and screaming. Lots of it. Ubisoft maintains a proprietary interest in their properties - CORE did not (work for hire) = BIG DIFFERENCE.
