It could be either the Topstone Pirate or the Devil. It's always tough comparing photos to illustrations, but that would be my guess based on the illustrations in this ad...
Since the title of the story was, "Terror Wears a Devil Mask", my guess is the horns are being held behind the mask in this picture.

Take a look a the mask pictured in the photo below. Can you identify it? Is it a Topstone mask? It's certainly grotesque enough to be one.
