I have to admit, as the camera was zooming out, I kept expecting him to start lowering slowly and silently on a platform into the ground, followed by a trapdoor with a small shrub on it closing into place above him.
He was waterboarding a vole. You know, just for practice.

This shot is just weird. What is Cheney doing there?
It almost looks as if he's standing there exerting mind-control over the president or something. I'm sure there's a perfectly boring explanation, like Cheney wanted to talk to Bush but didn't want to interrupt the press conference or something. Still, it just seems very strange.
"Why is Cheney lurking in the Rose Garden bushes?"
