pleas, please, PLEASE give up the concept of sovereignty. it is a legal term that only empowers colonial powers, through their courts.

sovereignty means that ONE person is allowed to act on behalf of EVERYONE - whether that person has authorization from that community or not - it's the COURT's decision who is the Sovereign and who is not.

if you can stand a long article full of legal debates spelling it out, this is by a native american law professor;
