I'm American and we in the US tend to be hyper-individualists with an almost allergic reaction to any kind of communal/collective outlook.

Your observation about how western philosophers have tended to treat people in isolation, as isolated beings is right on and not limited to the philosopher!

For example, I recently got into a discussion with a colleague over his compliant about how the US government is taking away his freedoms by regulating against the use of antibiotics in chickens raised for food. He believed it an offense since he didn't want to spend more money on chicken. (Mind you this guy gets paid decently.)

In the US, we make Freedom into an ideology that gets conflated with consumer choice. "Anybody that reduces my choices is against my freedom" - that's the mantra around here.
