Court records indicate Saipov had an address in Tampa, Fl., and may have also identified as Fayfullo Faipov at one point. The AP reports that he may have been living in New Jersey.

Multiple People Shot in Manhattan: Sources
At least five people have been shot on the street in lower Manhattan, police sources tell News 4.
A gunman apparently opened fire on a crowd of pedestrians in Tribeca: by West Street and Chambers, and West Street and Houston.
Witnesses took to social media to report hearing gunshots. The NYPD tweeted that a person is in custody, and police activity has shut down the area.
Multiple people reportedly hit by Home Depot truck in Lower Manhattan, 1 in custody
TRIBECA, Manhattan — Emergency officials are on scene in Lower Manhattan where multiple people were injured, an FDNY spokesperson said.
It appears several people were hit by a Home Depot truck around Hudson Street and Chambers Street shortly after 3 p.m.
At least five people were hurt, sources said. At least two people were killed. They may have been on bicycles.
One person is in custody, police said. The person in custody was shot by police.

At least six people were killed Tuesday afternoon when a speeding Home Depot truck plowed along a Lower Manhattan bike path, running down helpless riders from behind, sources said. Eyewitnesses told police the driver yelled “Allahu Akbar!” — Arabic for “God is great!” — after leaving the mangled bodies scattered behind his rental truck. The Middle Eastern man was arrested after police shot him in the rear end. Sources said he was waving a pair of guns when cops reached the scene.
The truck jumped the curb near Houston St. at 3:04 p.m. and began bearing down on the unsuspecting bicyclists, sources told the Daily News. Video showed crumpled two-wheelers and four bodies left in the vehicle’s deadly wake.
The arrest followed a crash involving the runaway truck on West St. a few blocks north of the World Trade Center. Several eyewitnesses initially through it was some sort of Halloween prank.
One person on the bus was critically injured and rushed to Bellevue Hospital. Authorities said five others on the bus were injured.
A horde of police vehicles and first responders descended on the scene as eyewitnesses reported hearing as many as 15 gunshots after the second crash.
Eyewitness Eugene Duff, 44, said he saw the white Home Depot truck run down a pair of CitiBike riders as the driver sped along the busy path off the Hudson River.
There were visible tire tracks on the bodies of the two victims as the truck continued to carve a path of carnage through the neighborhood, he said.
