Actually no loophole needed, Damien. Shotguns and rifles are permitted in the U.K. although there are licensing requirements and I would imagine thoe are rather strict. So he could have bought the shotgun legally and modified it himself.
But, since they are calling him an "Asian", the perp may have very likely gotten it from his local armory -- er -- mosque.
Only handguns are verbotten, except for muzzeloaders. So, of course, Carroll would have been unable or severely disadvantaged at defending himself had the punk decided to shoot.
I didn't know you were allowed to own any fire arms in the UK, including shot guns and rifles. Unfortunately, now I bet the leftists over there will start demanding that they ban them as well.

I used to have one but you do need a good reason to have one i.e. vermion control etc and you have to own the land or have permission from the landowner to shoot on that land.
Sawn off shotguns are of course illegal but that does not bother the criminal fraternity.
